You can also check with the various organizations that issue the certs in question (ISC-squared for CISSP, ISACA for CISM, and SANS for GIAC). All of these organizations operate job boards for their cert holders, and I’m pretty sure it’s possible, and hopefully not too expensive, to reach out to the organizations directly. OTOH, there are also many Information Security organizations (ISSA is one to which I belong myself) that have chapters that meet in most major metro areas monthly (their URL is http://www.issa-midtn.org/) and you can also reach out to those members in your target area directly.
